A joint venture green hydrogen production company called “Hydrogen Ventures Ltd” has been launched by Climate Change Ventures (CCV) and Wellington Street Partners (WSP). CCV is headed by Horacio Carvalho, widely acknowledged as a founding father of carbon trading across Europe. WSP, a political analysis company, was founded by former Climate Change Minister, Phil Woolas.

Hydrogen Ventures will use Luxembourg bond issuing agency European Primary Placement Facility (EPPF), whose digital platform recently supported the London Borough of Sutton’s £100m Bond.

The venture will offer “green” Bonds to UK Local Authorities and Public/Private Partners and will focus on green hydrogen production for the transport sector. Production plants of 10MWh are planned. Renewable energy sources will be used to generate green hydrogen and infrastructure support for public transportation purposes. Buses, trucks and other forms of transport used by local councils will run on power produced by low carbon or no carbon technologies and hydrogen-based refuelling will be available for retail at green filling stations.

Whilst early focus in the use of Bond funding for Hydrogen Ventures partners, will be the generation of green hydrogen, Bonds will also be offered for public/private backed green infrastructure and energy transformation projects.

We will raise bond finance using our digital platform partners, quickly and flexibly so that we can offer our customers smart green finance.”

Phil Woolas of Wellington Street Partners said: “Local Authorities and Transport Authorities are leading the way in hydrogen fuelled transport as they have the critical mass to lead the transformation. Our offer will be available to all local authorities and will complement the recent changes in public works loan board regulations. Early soundings across the political spectrum are very positive”.
